Commercial metering of energy resources

Problem description
Now the procedure of transfer of energy resources (electric power, hot water, steam, natural gas and others) from energy supplying company to the consumer has no effective and full monitoring and control.
The task of balancing in the closed contours (borders of the responsibility) plays a key role in definition, forecasting of place and time and prevention of occurrence of above permitted standard losses (preemergency, emergencies and situations of not authorized connection). Exact definition and forecasting of contingency situations allow considerable lowering of expenses of the supplier and the consumer of energy resources for maintenance energy grid (decrease in expenses for patrols and perambulations of perimeters of the responsibility).
Nowadays construction of the balance which is based on the authentic and adequate metering is impossible without application of progressive technologies and devices of metering, modern protected channels of data transmission, and also metering software complexes.
The authentic both adequate metering and exact balance of energy resources system creates conditions for successful realization of supervisory control.
Tasks of the automated system of control and metering of energy resources (ASCME)
The automated system of control and metering of energy resources (ASCME) is designed for conducting the automatic technical and commercial metering of consumption and generating of energy resources of small, average and greater enterprises, and also energy supplying companies. The software included into ASCME, is aimed for creation of the automated workplaces of chief managers of enterprises, main power engineers, power dispatchers and serves as a tool for monitoring, control and forecasting of consumption of energy resources, and also conducting all necessary journals of retrospective of events and creation of packages of the reporting documentation.
Creation of the centralized system allows:
- To use uniform storehouse of complete information
- To reduce expenses for organization and operation of communication channels
- To use system of uniform time
- To make exact balance
- To carry out the centralized management
The characteristic of ASCME
General characteristic
- ASCME is certified by State standard of Ukraine.
- ASCME integrates with complexes of metering existing at the enterprises and dispatching management (SCADA) with the minimal changes
- ASCME (from the point of view of business-requirements) represents four-level centralized system:
- Level of metering (set of metering devices and metering transformers of current and voltage – points of metering)
- Level of measuring channels ("cloud" of data transmission)
- Server level (devices of gathering, storage and data processing, gateways and interfaces to other systems)
- Client level (the automated workplaces)
- ASCME provides standard reports of interlevel exchange of information on all enterprises of network.
- ASCME provides accuracy and reliability of the data that were taken synchronously through demanded time intervals
- ASCME provides safety of the information at failures of separate technical means and blackout of power (excepting intermediate storage, by repeated polling of devices of metering)
- ASCME has reliable communication channels for maintenance of direct and continuous connection of ASCME with the center of gathering of the information (speed of transfer is not less than 9600 Kbps), and also reserve channels for maintenance of communication continuity.
- ASCME has own means of monitoring and provides conducting journal of events (date/time/event): connections to system, “blackouts” of communication with metering devices, discovered failures.
- ASCME meets the requirements of electromagnetic compatibility.
Data Protection and Reliability
- ASCME has means of differentiation of access to the information
- ASCME has means of protection against not authorized access and attacks to refusal in service (metering equipment, communication channels, a server and client part of the software and hardware)
- ASCME has a metering service (and mechanical blocking) of updatings of data, calibrations and changes of a configuration in metering devices, and also cases of manual data input and correction in system (in the form of correction transactions)
- ASCME provides procedural reservation of data for providing of the subsequent automated restoration

- Data gathering from primary sources of information (devices of metering of energy carriers: electric power, water, steam, etc.)
- Safe and reliable information transfer to the center of gathering and processing
- Storage of complete information under the technical and commercial metering of energy carriers

- Opportunity of integration of the system with developed SCADA complexes (can be solved a question of integration with practically any existing SCADA system), and also with control systems.
